This isn't based in anything but I think it would be Fun if the reason for Ciel's lack of growth was because the act of marking him with the covenant seal was, for all intents and purposes, the true moment of his death.

I mean, something like that would technically make sense, right? If you're signing over your soul to a demon, isn't your life is already vorfeit? Perhaps it would make sense then for the seal to initiate a sort of limbo state for a life where they are no longer alive in the same sense and become tethered to the one they made the contract with; literally signing their life away. The German Shinigami did say Ciel already has one foot in the grave (and they seem more reliable than the British division).

Also, this just looks super painful!
